In the years prior to the Clone Wars, the Jedi Knights were arbitrators and negotiators of peace. Such was the duty of Jedi Master Plo Koon on the planet Shili, homeworld of the Togruta people. For nigh upon a standard week the planet's supply convoys and even a few cities on the surface had been attacked and raided by pirates.
